In 2007, North Dakota set a voluntary renewable energy target of 10 percent of all electricity sold in the state come from renewable energy by 2015.
Qualifying sources include solar, wind, biomass, hydropower, geothermal, hydrogen derived from another eligible resource, electricity from currently unused waste, hydropower facilities installed as of January 1, 2007.
The North Dakota Public Service Commission's (PSC) measures target performance through purchase of megawatt hours (MWh) of power from eligible sources and renewable energy certificates (RECs).
Retail electricity providers are required to perform a cost-benefit analysis to determine if using certain renewables is cost effective in meeting the target objective.
