In 2007 former Gov. Tim Kaine established a voluntary renewable portfolio goal of 12 percent of base year electricity sales from renewable sources by 2022. The target is defined as a percentage of the amount of electricity sold in the 2007 base year minus the average annual percentage of power supplied from nuclear generators between 2004 and 2006.
Qualifying sources include solar, wind, geothermal, certain hydropower, wave, tidal, and biomass energy. Land-based wind and solar receive a double credit towards the goal, and offshore wind receives a triple credit.
A graduated scale is set for the target goal beginning with four percent of the base year by 2010 and rising to 12 percent of the base year by 2022.
Utilities may participate if they can demonstrate an ability to meet the goal.
