ATI’s Wynn at ALEC: Is the Cross State Air Pollution Rule Even Needed?

ATI Fellow Todd Wynn at ALEC: The U.S. Environmental Protection Agency’s Cross-State Air Pollution Rule (CSAPR), approved in July of 2011, aims to reduce power plant emissions that cross state lines and contribute to ozone and fine particle pollution (PM2.5) in the eastern United States. This portends unambiguously higher electricity ratesfor Coloradans.
